About Borough Code

While the Pennsylvania Borough Code governs the responsibilities and the reach of local borough, individual borough codes defines other actions of the Borough, such as:

  • Creation and alteration of boroughs
  • Duties and powers of borough officials
  • Budget and taxation
  • Police civil service

The Borough of Churchill code is the collection of ordinances or local laws that dictate how the Borough governs the municipality. In addition to ordinances, Boroughs also govern through resolutions and motions. Each of these is used in different instances. Here is a general overview:

  • Ordinance: Local law, must be advertised in advance of acceptance
  • Resolution: Used to deal with a specific, often temporary, item
  • Motion: Method to adopt ordinances and resolutions, as well as conduct ordinary business

The Borough of Churchill Code is codified and, although it is not required, it eliminates repealed ordinances and indexes and organizes all Borough ordinances. This allows anyone to look up specific topics within the code.
