About the Borough Council
The governing body of the borough is an elected council. In Pennsylvania, in boroughs NOT divided into wards, three, five or seven council members are elected at large. Churchill Borough Council is composed of seven members elected at large for four-year, overlapping terms. The powers of council are broad and extensive, covering virtually the whole range of municipal functions.
Council sets policy and has ultimate responsibility for the municipal government. Members of Council work on a part-time basis, without compensation. Members of Council receive regular training and are actively involved in multiple professional organizations.
About the Mayor
The borough mayor is the only executive in borough government elected by people. In the Borough of Churchill, the Mayor is responsible for oversight of the Borough’s Police Department and Police Chief. Although the mayor does not generally vote on legislative matters, he/she can vote in the event of a tie, veto an ordinance passed by council, attend and participate in all meetings of council and from time-to-time report to council on the state of the borough.
