Borough Council Meetings

Council Workshop Meetings are held at 7:00 PM EST on the first Monday of each month.

Council Business Meetings are held at 7:00PM EST on the second Monday of each month.

Protocol at Churchill Borough Council Meetings

Workshop Meeting

The purpose of this meeting is to set the agenda for the Business Meeting and to discuss other issues. Because a quorum is present, this meeting is advertised and is open to the public, although normally there is no voting on issues. The public is invited to sit in on this meeting in quiet observation. Public comment or questions will not be invited, although the presiding officer may allow questions or comments.

In addition, if Council decides that it may not be possible to vote on an issue at the Business Meeting for reasons such as anticipated bad weather or lack of a quorum, then public comments will be allowed in the same fashion as the Business Meeting.

Business Meeting

At this meeting, Council conducts business, including voting on motions, expenditures, etc. Time for public comment or questions is provided at this meeting at a place designated in the Agenda. Speakers must state their name and residence, and the topic of their comment or question. Comments should be addressed to the presiding officer (e.g., Council President). All speakers must show respect and courtesy, and should avoid personal remarks. Questions or comments should be limited to three (3) minutes.

Speakers are limited to Churchill Borough residents and taxpayers, unless a majority of Council agrees to allow others to speak. If several residents/taxpayers wish to express similar comments, the presiding officer may ask them identify one voice to speak for this group. If this occurs, a time limit of three minutes will be enforced.

Public Hearings

On occasion, Borough Council will hold a Public Hearing. A Public Hearing is a formal meeting held according to public notice by a governing body or planning agency, intended to inform and obtain public comment and participation prior to taking action. The ground rule procedures for this Public Hearing are as follows:

  • Speakers must sign up in advance. A sign-up sheet will be provided in council chambers 30 minutes prior to the start of the hearing. Persons who have not signed up in advance may be heard at the end of the hearing at the discretion of the presiding officer.
  • A time limit of three (3) minutes of solo comment will be enforced.
  • Speakers must state their name, residence, and topic of their comment.
  • Speakers will stay on topic, avoiding excessive repetition and irrelevant or personal remarks. Disruptive activity will not be tolerated.
  • Only persons with a direct interest in the matter at hand may speak. Some examples are residents and taxpayers at a Budget Hearing, or the affected property owners at a zoning hearing. A party of interest or their attorney (but not both) may speak. Only one representative person of an organization may speak. A time limit of five minutes will be enforced for this group voice.
  • In the event of a public hearing of extended length, a continuance may be called. It may also at times be necessary to have a recess so that Council or an interested party can consult with its respective attorney, maintain order, or to allow the public to stretch their legs.

Executive Sessions

To the extent permitted by law, Council may have Executive Sessions to discuss the following:

  1. Discussing personnel matters;
  2. Holding an information, strategy and negotiation session related to the negotiation of a collective bargaining agreement;
  3. Considering the purchase or lease of real property;
  4. Consulting with an attorney about active or pending litigation;
  5. Discussing agency business which, if conducted in public, would violate a lawful privilege or lead to the disclosure of information or confidentiality protected by law;
  6. Discussing certain public safety issues if disclosure of the information discussed would be reasonably likely to jeopardize or threaten public safety or preparedness or public protection.

Attendance by the public will not be allowed during a duly conducted Executive Session. If an Executive Session occurs in conjunction with a public meeting, the public will either be asked to leave or Council will move to another room. The presiding officer will briefly explain to any members of the public who are in attendance that Council will be conducting an Executive Session to privately discuss an issue as permitted by law.
