NOTICE TO ALL BOROUGH
RESIDENTS
Property Maintenance of Yards
- It is the homeowner's responsibility to maintain their grass, shrubs,
hedges and bushes.
OCCUPANCY PERMIT
Beginning April 1, 2008, the Borough of Churchill will require all homes being sold in the municipality to have an inspection and Occupancy Permit be submitted. The fees are $45.00/Residential, $75.00/Commercial. Forms may be obtained at the Borough Office
BLACK & GOLD COMPOST DISTRIBUTION - SATURDAY, JUNE 14 & SATURDAY, JUNE 21
Mulch will be available on these dates between 8:00 a.m. - 1 p.m. at the Joint Municipal Compost Area (corner of Business Rt. 22 and Rodi Road).
There is a suggested donation of $2 per vehicle (bring your own containers) or $10 per hi-lift bucket full dumped into your truck. Arrangements may be made at the site to have a small dump truck load delivered to your home.
Cost for delivery is $30, plus $10/bucket of mulch.
PAPER RECYCLING PROGRAM
The Borough of Churchill will be
working in conjunction with Abitibi Consolidated and the C.C. Mellor Memorial
Library to place a Recycle Paper Bin in the Lower Parking Lot located at the
Churchill Borough Building, 2300 William Penn Highway. The following are
acceptable items to be collected:
NEWSPAPER, MAGAZINES, OFFICE &
SCHOOL PAPERS, SHOPPING CATALOGS, MAIL, ENVELOPES, FOLDERS, FAX PAPER, COPY
PAPER & COLORED PAPER
(PLEASE, NO PLASTIC, GLASS, METALS,
TRASH, PHONE BOOKS OR CARDBOARD)
ALL proceeds derived from the amount of
paper tonnage collected will benefit the C.C. Mellor Memorial Library.
Also, a second Abitbi Consolidated Bin
is located at Tyke's Service Center on the Greensburg Pike. All proceeds from
this location will benefit the Churchill Volunteer Fire Company.

EXCHANGE & BOOK DROP
There is a bookrack of paperbacks
located in the Churchill Borough Building for anyone interested. You may borrow
a book, replace it with another, or return it when finished. The borough
building can be accessed Monday through Friday, 8:00AM to 4:30PM.
Also, a Book Drop is located behind the
Churchill Borough Building for all books borrowed from libraries in Allegheney
County.
SEWER USAGE FEE
The Borough of Churchill has set a NEW
SEWER USAGE FEE TO $2.00 PER THOUSAND GALLONS OF WATER .
DYE TESTING
As of June 8, 2004, the Borough of
Churchill approved an ordinance that requires owners of property being sold or
transferred must comply with the provisions of dye testing.
The dye test must be performed by a Registered Plumber, with the Plumber
delivering a certification of dye testing to the Borough. Thereupon a
Certificate of Compliance will be issued to the seller or transferor for a fee
of $25.00. All costs of the test shall be the responsibility of the property
owner.
If the dye test reveals the existence of an illegal storm or surface water
connection, no Certificate of Compliance will be issued until the illegal
connections are removed and the storm or surface water is discharged in
compliance with controlling Ordinances of the Borough of Churchill.
